Global Maritime Consultants Group Completes Major Safety Studies for Offshore FPSO Project
Global Maritime Consultants Group (GMCG) is pleased to announce the successful completion of a major project involving Safety Studies for an offshore field with a topside Floating Production Storage & Offloading (FPSO) unit.
Our primary objective was to support our client in obtaining the Consent to Operate (CTO) for the FPSO. We successfully completed all required Safety Studies and Documentation to ensure that the FPSO operations met the highest safety standards. Our expertise in process safety and risk management enabled us to focus on system reliability, compliance, and the protection of personnel and assets.
The risk management process covered essential steps, beginning with Hazard Identification (HAZID/ENVID) and progressing through detailed Safety Studies, including Quantitative Risk Assessments (QRA). This led to the evaluation of risks and demonstrating that risks were reduced to ALARP (As Low As Reasonably Practicable) levels. Following this, we developed an actionable plan to implement necessary risk reduction measures. These studies spanned key areas, including the Topsides (Process & Utility areas), Living Quarters (with Helideck), and Subsea Facilities.
As part of the project, GMCG conducted a range of critical safety studies. These included Reliability, Availability, and Maintainability (RAM) assessments, Escape, Evacuation, and Rescue Analysis (EERA), Emergency Systems Survivability Analysis (ESSA), Dropped Object Study (DOS), Simultaneous Operations (SIMOPS), and Temporary Refuge Impairment Analysis (TRIA). Additionally, we performed Safety Integrity Level (SIL) Classification, Hazard and Operability (HAZOP) Studies, Hazard Identification (HAZID), Environmental Impact Assessments (ENVID), Human Factors Engineering (HFE), and Quantitative Risk Assessments (QRA). These studies helped address risks associated with flammable and explosive substances during oil and gas extraction, processing, storage, and transportation, ensuring both personnel and environmental safety.
Throughout the project, GMCG ensured strict adherence to statutory regulations set by Indian authorities. These include compliance with the Ministry of Petroleum and Natural Gas (MoPNG) Safety in Offshore Operations regulations (2008), guide notes (2012), the Oil Industry Safety Directorate (OISD), the Directorate General of Shipping (DGS), the Ministry of Environment & Forest (MoEF), and the Indian Coast Guard (ICG). Additionally, we reviewed the existing Health, Safety, and Environmental (HSE) Management System of the Operator to ensure it complied with the MoPNG rules required for obtaining the CTO. The documentation was developed following the “Plan-Do-Check-Act (PDCA)” cycle and aligned with ISO 45001 and ISO 14001 standards.
